Italy is open to foreign buyers, in most cases on a reciprocity basis that covers the large majority of nationalities. Purchases run through a notary, and you will need an Italian tax code (codice fiscale) before signing.
International demand splits between the classic lifestyle regions, Tuscany, Puglia and the northern lakes, and value purchases in the south, where some municipalities have marketed renovation homes for symbolic prices. Transaction taxes differ sharply between primary residences and second homes.
