Malta is an EU and Schengen member where English is an official language and the legal system carries a strong British common law influence, which removes much of the friction international buyers meet elsewhere in the Mediterranean.

Non-EU buyers, and EU citizens who have not lived in Malta continuously for five years, need an Acquisition of Immovable Property permit from the Ministry of Finance. Property inside a Special Designated Area is the exception: those developments can be bought without an AIP permit, which is why they attract a large share of foreign demand.
